Circular of the National Energy Administration Promulgating the Measures for the Administration of the Development and Construction of Distributed Photovoltaic Power Generation (No. 7 [2025] of the National Energy Administration).

These Measures are formulated for the purposes of standardizing the administration of development and construction of distributed photovoltaic power generation and promoting the high-quality development of distributed photovoltaic power generation.
Distributed photovoltaic power generation refers to photovoltaic power generation facilities that are developed on the user side, connected to the distribution network, and in principle balanced and regulated nearby in the distribution network system. All types of electricity users, investment enterprises, professional contract energy service companies and natural persons that meet the legal requirements are encouraged to serve as investment entities and to develop, construct and operate distributed photovoltaic power generation projects in accordance with laws and regulations. Additionally, the Measures outline the management requirements for project record-filing, construction, and grid connection processes.
