Circular of the State Council on Strictly Controlling the Business Operation and Utilization of Rhinoceros and Tigers and Their Products.

This Circular is issued in accordance with the Law on the Protection of Wildlife and the Convention on International Trade of Species of Wildlife on the Brink of Extinction, aiming to strengthen the protection of rhinoceros and tigers, effectively combat the illegal trade of rhinoceros and tigers and their products, and strictly control the business operation and utilization of rhinoceros and tigers and their products.
The activities of selling, purchasing, utilizing, importing and exporting rhinoceros and tigers and their products (including the whole, parts and their derivatives) are strictly prohibited except for the special circumstances stipulated by the law. Due to special circumstances, the sale, purchase, use, import and export of rhinoceros and tiger and their products shall be subject to administrative license according to law.
