Abstract
This Construction Plan for Major Ecological Protection and Restoration Projects in Northeast Forest Belt (2021-2035) is a Plan at the regional level. Main projects includ: Great Khingan Mountains Forest Ecological Conservation Project; Xiaoxing'anling Forest Ecological Conservation Project; Changbai Mountain Forest Ecological Conservation Project; Conservation and Restoration Project of Important Wetlands in Songnen Plain; Ecological Restoration Project of Mines in Northeast China.
The Overall objectives of the Plan include: By 2035, various major projects will be fully implemented, and the management and protection of natural forests and public welfare forests will be completed. The area of natural forests will reach 36.71 million hectares; 2.54 million hectares of natural forest reserve resources (afforestation and restoration of degraded forests) will be cultivated; 25.74 million hectares of forest tending will be completed. hectares; 190,000 hectares of degraded grassland, 280,000 hectares of desertified land and 1.92 million hectares of water and soil erosion areas wlll be newly treated and controlled; the conversion of farmland to wetlands will be carried out in a steady and orderly manner, 14,700 hectares of wetlands will be restored, and the ecological restoration of abandoned mines will be completed. The forest coverage rate in the project area will reach 66.2%, the forest stock volume will reach 4.82 billion cubic meters. The quality and stability of the system will be improved in an all-round way, the ecological corridors and flagship species habitats of rare migratory birds and other species will be effectively restored, the supply capacity of high-quality ecological products will be greatly improved, and the ability to supervise ecological protection will be significantly improved to maintain regional ecological security, food security, and climate security. The important barrier of safety has become more stable, laying a solid ecological foundation for accelerating the realization of the harmonious coexistence between man and nature.
Funding is the most critical issue in advancing the implementation of these major projects for the protection and restoration of important ecosystems. The Plan proposes to promote the government and social capital cooperation (PPP) model, encourage social capital to participate in project construction and operation in various forms, such as franchising, share holding, etc.
