Decision of the Standing Committee of the Guangdong Provincial People's Congress on preventing and controlling the epidemic of new-type coronavirus pneumonia in accordance with the law and effectively protecting the health and safety of the people.

This Decision, consisting of 7 Sections, is enacted to comprehensively improve the ability of prevention, control and governance according to law, provide strong legal guarantee for epidemic prevention and control, and ensure the life safety and health of the people.
Section 1 defines the basic principles, overall requirements and working mechanism of epidemic prevention and control. Section 2 provides for the responsibilities of the government at all levels, village (resident) committees, communities, etc.
People's governments at or above the county level may make provisional emergency administrative management provisions on medical, health, epidemic prevention management, quarantine, transportation, community governance, market supervision, labor security, wildlife management, etc(Section 2). The township people's government and the sub district office shall organize and guide the residents committee, the villagers committee, the voluntary service organization, etc. to take prevention and control measures, strengthen prevention and control forces in the urban and rural areas with large floating population and serious epidemic situation (Section 3). It is strictly prohibited to carry out wild animal trading and consumption activities in agricultural markets, catering units, shopping malls, supermarkets, e-commerce platforms and other trading and consumption places (Section 4).
