Decision of the Standing Committee of the National People's Congress on Amending the Metrology Law of the People's Republic of China and Other Four Laws (including the Law on Tobacco Monopoly, the Insurance Law, the Civil Aviation Law, and the Animal Husbandry Law.

As decided at the 14th session of the Standing Committee of the Twelfth National People's Congress, the provisions of the following laws on administrative examination and approval, pre-approval for industrial and commercial registration, or price administration shall be amended in the Metrology Law, the Law on Tobacco Monopoly, the Insurance Law, the Civil Aviation Law, and the Animal Husbandry Law of the People's Republic of China.
The Law on Tobacco Monopoly is amended as follows: Paragraph 2 of Article 9 is amended to read: “Tobacco companies or the entities they authorize shall conclude leaf tobacco purchasing contracts with tobacco growers. A leaf tobacco purchasing contract shall specify the agreed area for leaf tobacco plantation and the purchasing price of leaf tobacco.” “Price” in paragraph 1 of Article 10 is deleted, and in paragraph 2, “setting price on a grading basis and according to the standards prescribed by the State” is replaced by “contractual purchasing price.”. Article 17, and Article 19 are deleted.
In the Animal Husbandry Law, paragraph 1 of Article 22, and Article 71 are deleted.
