Decision of the Standing Committee of the People's Congress of Hubei Province on providing strong legal protection for winning the fight against the novel coronavirus pneumonia.

This Decision, consisting of 8 Sections, is enacted according to the law on prevention and control of infectious diseases, the law on emergency response, the law on wildlife protection, the animal epidemic prevention law and the regulation on public health emergencies, aiming to comprehensively improve the ability of prevention, control and governance according to law, provide strong legal guarantee for epidemic prevention and control, and ensure the people's lives, health and safety and social public safety.
Section 1 defines the basic principles, overall requirements and working mechanism of epidemic prevention and control. Section 2 provides for the responsibilities of the government at all levels, village (resident) committees, communities, etc.
People's governments at or above the county level may make provisional emergency administrative management provisions on medical, health, epidemic prevention management, transportation, community governance, market supervision, labor security, wildlife protection, etc(Section 3). The standing committees of the people's congresses at or above the county level and the township people's congresses shall strengthen supervision over the implementation of laws and regulations on epidemic prevention and emergency response, and the implementation of this decision (Section 10).
