Decree of the Ministry of Ecology and Environment of the People’s Republic of China, the Ministry of Industry and Information Technology of the People’s Republic of China, the Ministry of Agriculture and Rural Affairs of the People’s Republic of China, the Ministry of Commerce of the People’s Republic of China, the General Administration of Customs of the People’s Republic of China and the State Administration for Market Regulation (No. 28) promulgating the List of Key Controlled New Pollutant.

This Decree promulgates the List of Key Controlled New Pollutant. The list is formulated in accordance with relevant laws, regulations and normative documents such as the Environmental Protection Law of the People's Republic of China, Opinions of the Central Committee of the Communist Party of China and the State Council on Intensifying the Battle of Pollution Prevention and Control, and the Action Plan for the Treatment of New Pollutants issued by the General Office of the State Council.
For new pollutants included in this list, environmental risk control measures such as prohibition, restriction, and emission limitation shall be taken in accordance with relevant national regulations (art 3).
Departments of ecological environment, industry and information technology, agriculture and rural areas, commerce, market supervision and management, as well as customs at all levels, should strengthen the control and treatment of new pollutants according to the division of duties and laws (art.4). According to Article 5, this list is subject to dynamic adjustment based on the actual situation.
