Abstract
These Provisions are formulated in accordance with the Coal Law of the People's Republic of China, aiming to regulate the order of coal resource exploration and development, protect and rationally develop and utilize coal resources, and ensure a safe and stable energy supply.
The Provisions establish planning principles emphasizing orderly development, large-scale production, integrated resource utilization, and alignment with national energy, land, and resource planning frameworks. Planning documents must address geological conditions, mine design, production capacity, environmental protection, water conservation, ecological restoration, disaster prevention, infrastructure, and resource utilization. The Provisions also establishes approval procedures, environmental impact and water resource assessment requirements, mechanisms for major and minor planning adjustments, implementation supervision, and penalties for unauthorized development, false reporting, and violations of approved planning requirements.
