Abstract
This Decree is issued to strengthen identification, rectification, and supervision of major safety risks in China’s electricity sector. It aims to prevent serious power accidents and reduce risks that may cause large-scale blackouts, casualties, or major economic losses. The provisions define responsibilities of power enterprises, regulatory authorities, and local administrations, and establish a framework for hazard identification, governance, reporting, and supervision.
The Decree sets criteria for identifying major hazards across power grids, generation facilities, hydropower stations and dams, coal-fired power plants, construction projects, monitoring systems, and safety management. It requires enterprises to establish hazard screening, reporting, emergency response, rectification, and record-keeping systems, including reporting major hazards within prescribed timeframes. The provisions also establish supervision mechanisms, public reporting channels, accountability measures, penalties, and legal liabilities.
