Abstract
These Measures are formulated in accordance with the Water and Soil Conservation Law, aiming to regulate and strengthen the management of water and soil conservation plans for production and construction projects, prevent and control potential soil erosion caused by production and construction projects.
The Measures consist of 34 Articles divided into 7 Chapters: General provisions; Preparation and approval; Implementation of the plan; Facility acceptance; Supervision and inspection; Penalties; Spplementay Provisions.
The Ministry of Water Resources is responsible for the supervision and management of soil and water conservation plans for production and construction projects. The watershed management agencies under the Ministry of Water Resources are responsible for the supervision and management of water and soil conservation plans for production and construction projects within their jurisdictions in accordance with laws, administrative regulations and authorization from the Ministry of Water Resources. Production and construction units are the main responsible parties for the prevention and control of water and soil erosion in production and construction projects. They should strengthen water and soil conservation management throughout the process, optimize construction techniques and timing, improve water and soil resource utilization efficiency, reduce soil surface disturbance and vegetation damage, take timely water and soil conservation measures, and effectively control potential soil and water loss.
