Decree No. 9 of 2023 of the National Development and Reform Commission promulgating the Measures for Coal-Related Administrative Punishments (2023).

These Measures are formulated in accordance with the Coal Industry Law and the Administrative Punishment Law, aiming at regulating the implementation of coal-related administrative punishments, ensuring and supervising the effective implementation of administration by coal administrative departments, safeguarding public interests and maintaining social order, and protecting the legitimate rights and interests of citizens, legal persons or other organizations. The Text consists of 30 Articles.
Where a citizen, legal person, or any other organization shall be given an administrative punishment due to his or its violation of any coal law, regulation, or rule, the punishment shall be imposed in accordance with the procedures prescribed in the Administrative Punishment Law of the People's Republic of China and these Measures. The coal management department of the State Council and the coal management department of local people's governments at or above the county level are responsible for coal administrative law enforcement within their statutory powers, implementing administrative penalties, and supervising and inspecting coal administrative law enforcement and penalties.
