Framework agreement of between the National Development and Reform Commission of the People's Republic of China and the Ministry of Federal Economics and Technology of the Federal Republic of Germany on the establishment of the energy working group under the framework of the Sino-German Economic and Technical Cooperation Forum.

The two parties have agreed to set up an energy working group under the framework of the Sino-German economic and technical cooperation forum to promote Sino-German cooperation in the field of energy. The purpose of the establishment of the energy working group is for: a. exchange of information and experience in energy policies, energy research and technologies; b. coordinating bilateral energy cooperation; c. to promoting cooperation between the enterprises of the two countries in the energy field through the development and implementation of joint projects. The cooperation scope of the energy working group includes: 1. energy strategy, energy policy and energy regulations; 2. conventional and renewable energy technologies (such as coal, electricity, oil, natural gas, solar energy and water); 3. energy transmission and distribution; 4. coal and related issues, including the transformation of resource-based cities (coal producing cities); 5. to improve energy efficiency, especially in the field of building energy conservation efficiency; 6. environmental protection in the field of energy; etc.
