Abstract
These Guidelines are formulated to accelerate the construction of a carbon peaking and carbon neutrality standard system with reasonable structure and clear hierarchy, and suitable for high-quality economic and social development.
Main targets of the Guidelines include: A standard system for carbon peak and carbon neutrality will be established, focusing on basic universal standards, carbon emissions reduction, carbon removal, and carbon market development; By 2025, at least 1,000 national and industry standards (including foreign language versions) will be developed or revised, with a significant improvement in consistency with international standards; Carbon accounting and verification standards will be fully implemented in major industries, and energy consumption and efficiency standards will be steadily improved for key industries and products; China will participate in at least 30 international standards related to green and low-carbon development, and the level of international standardization for green and low-carbon development will be significantly improved.
The carbon peak carbon neutrality standard system includes four primary subsystems: basic universal standard subsystem, carbon emission reduction standard subsystem, carbon removal standard subsystem, and market-oriented mechanism standard subsystem. It is further divided into 15 secondary subsystems and 63 tertiary subsystems. This system covers key industries and fields such as energy, industry, transportation, urban and rural construction, water conservancy, agriculture and rural areas, forestry and grassland, finance, public institutions, and residents' lives, and meets the application of various scenarios such as regions, industries, parks, and organizations.
