Abstract
These Regulations are formulated to protect and improve the ecological environment, prevent and control pollution and other public hazards, ensure public health, and promote sustainable economic and social development.
The Regulations consist of 81 Articles divided into 8 Chapters: General Provisions; Supervision and Management; Protection and Improvement of Ecological Environment; Prevention and Control of Pollution and Other Public Hazards; Information Disclosure and Public Participation; Collaborative Protection of Ecological Environment; Legal Liability; Supplementary Provisions.
The people's governments at or above the county level shall establish and improve the ecological restoration system, construct ecological environment governance and protection projects according to local conditions, implement the restoration of farmland to forests, grasslands, rivers (lakes), wetlands, carry out land greening and soil conservation, and protect and improve the ecological environment. Governments at all levels should establish a biodiversity protection system. According to national and provincial regulations, hunting, killing, trading, transportation, processing, and consumption of terrestrial wildlife are strictly prohibited. Protect wild plants and their growth environment, and prohibit any unit or individual from illegally collecting wild plants or damaging their growth environment. Strengthen biosafety management, prevent the entry of harmful species from overseas, and take measures to prevent the spread of invasive harmful species. When researching, developing and utilizing biotechnology, measures should be taken to prevent damage to biological diversity.
