Hebei Province Land Protection and Governance Regulations.

These Regulations are formulated to protect and govern the land resources and environment thereof, restore and improve the ecological function of the land.
The Regulations consist of 8 Chapters: General Provisions; Planning; Joint Protection; Comprehensive Governance; Special Provisions; Information Disclosure and Public Participation; Supervision and Management; Legal Liabilities; Supplementary Provisions. The term "land" referred to in these regulations, namely land resources and environment thereof, refers to the resources and environment of mountains, rivers, forests, fields, lakes, grasslands, and seas.
The people's governments at or above the county level shall, strictly implement the control of the use of land resources; establish an evaluation system for the carrying capacity of land resources and environment thereof, and a monitoring and early warning mechanism for the carrying capacity of land resources and environment thereof; delineate ecological protection red lines in key ecological functional areas, ecologically sensitive areas, and fragile areas, and report to the higher-level people's government for record.
