Abstract
The Hebei Province Wetland Protection Regulations establish a comprehensive legal framework for safeguarding, managing, restoring, and sustainably utilizing wetlands across the province. The Regulations define wetland types, set out protection principles, and clarify responsibilities for different levels of government and departments. They mandate wetland resource surveys, monitoring, catalog management, and strict control of wetland occupation. Important wetlands, including national and provincial sites, are placed under heightened protection, with requirements for ecological assessments, expert review, and restoration obligations when damage occurs.
The Regulations prohibit activities that harm wetlands—such as draining, filling, pollution, overgrazing, destructive fishing, and introducing invasive species—and require special protection for birds, aquatic life, peatlands, coastal wetlands, and river-lake systems. They also encourage ecological tourism, environmental education, sustainable agriculture, and carbon-sink development under strict ecological safeguards. In addition, the Regulations make provisions for: supervision, joint law-enforcement mechanisms, digital monitoring technologies, and legal liabilities.
