Abstract
The prpose of these Provisions is to strengthen groundwater management and protection, prevent groundwater overexploitation and pollution, ensure groundwater quality and sustainable utilization.
The Measures consist of 6 Chapters: General provisions; Planning and utilization; Protection and governance; Supervision and management; Legal liability; Supplementary Provisions.
For the extraction of groundwater and other construction projects that require the use of groundwater, water intake permits shall be obtained and water resource taxes shall be paid in accordance with these Measures, the Henan Province Water Intake Permit Management Measures, and the relevant provisions of the Henan Province Water Resource Tax Reform.
