Henan Province Public Welfare Forest Management Measures.

These Regulations are formulated to strengthen the protection of public welfare forests, standardize the management of public welfare forests, ensure forestry development, promote carbon peak and carbon neutrality, and achieve comprehensive and sustainable economic and social development. The Regulations consist of 7 Chapters: General Provisions; Zoning management; Protection and utilization; Forestry carbon sink; Supervision and Management; Legal Liabilities; Supplementary Provisions.
The public welfare forests referred to in these Measures mean forests with important ecological locations or fragile ecological conditions, with the main purpose of realizing ecological benefits, and designated in accordance with relevant national and provincial regulations and standards, including protective forests and special purpose forests.
Municipal and county-level people's governments are encouraged to explore and establish a mechanism for realizing the value of ecological products of public welfare forests, improve the carbon sequestration function of forestry, develop the forestry carbon sequestration sector, and promote the green and low-carbon transformation of the entire sector.
