Implementation Measures of Ningxia Hui Autonomous Region for Minimum Living Security for Urban Residents.

These Measures are formulated in accordance with the Regulations on Guaranteeing Minimum Subsistence for City Residents. The Measures consist of 7 Chapters: General provisions; Scope and standards of subsistence allowance recipients; Procedures for applying for subsistence allowance benefits; Subsistence allowance standards and subsistence allowance funds; Rights and obligations of subsistence allowance recipients; Penalties; Supplementary provisions.
The people's government at or above the county level shall, 1). be responsible for guaranteeing minimum subsistence for city residents; 2). include the funds for guaranteeing minimum subsistence for city residents in their fiscal budgets; 3). take specific measures to provide social assistance in employment, children's education, medical care, housing, water supply, power supply, heating, and other aspects to city residents who receive the minimum subsistence.
