Implementation Measures for Water Administrative Penalties.

These Measures are formulated in accordance with the Administrative Penalty Law and the Water Law, aiming to regulate the behavior of water administrative penalties, ensure and supervise the effective implementation of water administrative management by administrative organs, maintain public interests and social order, and protect the legitimate rights and interests of citizens, legal persons, or other organizations.
The Measures consist of 64 Articles divided into 7 Chapters: General provisions; Implementing agencies and law enforcement teams for water administrative penalties; Jurisdiction and application of water administrative penalties; Decision on water administrative penalties; Execution and closure of water administrative penalties; Guarantee and supervision of water administrative penalties; Supplementary provisions.
