Implementation Plan for Carbon Peak and Carbon Neutrality Supported by Science and Technology (2022-2030).

This Implementation Plan for Carbon Peak and Carbon Neutrality Supported by Science and Technology (2022-2030) is a cross-sectoral policy document at the national level. The Implementation Plan is formulated to deeply implement the major strategic deployment of the Party Central Committee and the State Council on carbon peaking and carbon neutrality, and fully leverage the key supporting role of scientific and technological innovation in achieving the goal of carbon peaking and carbon neutrality.
Through the implementation of this plan, it is expected to achieve significant breakthroughs in key low-carbon technologies in key industries and sectors by 2025, supporting a reduction of 18% in carbon dioxide emissions per unit of gross domestic product (GDP) compared to the levels in 2020 and a decrease of 13.5% in energy consumption per unit of GDP. By 2030, further research will be conducted to make breakthroughs in a batch of cutting-edge and disruptive carbon-neutral technologies, forming a set of impactful low-carbon technology solutions and comprehensive demonstration projects; a more complete green and low-carbon scientific and technological innovation system will be established to effectively support a reduction of over 65% in carbon dioxide emissions per unit of GDP compared to the levels in 2005, and to sustain a significant decrease in energy consumption per unit of GDP.
