Implementation Plan for Strengthening Hazardous Waste Supervision and Utilization and Disposal Capacity Reform.

This Plan is formulated to implement the Law on the Prevention and Control of Environmental Pollution caused by Solid Waste, aiming to improve the capacity of hazardous waste supervision, utilization and disposal, and effectively prevent and control the environmental and safety risks of hazardous waste. The Implementation Plan proposes to establish and improve a hazardous waste supervision system with strict prevention at the source, strict management in the process and severe punishment in the consequences by the end of 2025.
The Implementation Plan requires that the main responsibility of the enterprise shall be implemented. The main person in charge (legal representative and actual controller) of the enterprise producing, collecting, storing, transporting, utilizing and disposing hazardous waste is the first person responsible for the pollution prevention and control of hazardous waste and the safe production. Laws and regulations on the prevention and control of hazardous waste pollution and production safety should be strictly implemented. Hazardous waste related enterprises shall timely disclose the information on the prevention and control of environmental pollution by hazardous waste according to law.
