Implementation Regulations on Safety Assessment of Agricultural Genetically Modified Organisms.

This Regulation implements the Regulations on Safety of Agricultural Genetically Modified Organisms (GMOs) for the purposes of strengthening the safety assessment administration of agricultural genetically modified organisms, safeguarding human health and safety of animals, plants and micro-organisms, and protecting the environment. The Regulation consists of 7 Chapters divided into 46 articles.
Article 3 defines the application sphere of this Regulation. A national biosafety committee (NBC) shall be established and shall be in charge of safety assessment of agricultural GMOs (art. 5). A safety certificate of agricultural GMOs shall be obtained for genetically modified plant seeds, breeding livestock and poultry, and aquatic fry and seeds (art. 8). Agricultural GMOs shall be divided into safety classes in accordance to Chapter 2. Technical inspection administration is provided for in Chapter 4. The Ministry of Agriculture shall be responsible for the supervision and administration of the safety of agricultural GMOs, the guidance of the work of safety control and monitoring of the agricultural GMOs in different ecological regions, and the establishment of a nationwide system of supervision, administration, and monitoring for the safety of agricultural GMOs (Chapter 5). The remaining Chapters contain penal and supplementary provisions. This Regulation is completed by 5 Appendixes: Safety Assessment of Genetically Modified Plants (I); Safety Assessment of Genetically Modified Animal (II); Safety Assessment of Genetically Modified Micro-organisms (III); Safety Control measures for agricultural GMOs and their products (IV); Application form for safety assessment of agricultural GMOs (V).
