Implementation Rules of Hebei Province for the Responsibility System for Rural Revitalization.

These Rules are formulated in accordance with the Implementation Measures for the Rural Revitalization Responsibility System issued by the General Office of the Communist Party of China Central Committee and the General Office of the State Council, aiming to fully implement the rural revitalization responsibility system.
The Rules consist 6 Chapters: General Provisions; Responsibilities of governments at all levels; Departmental responsibilities; Social mobilization; Assessment, supervision, rewards and punishments; Supplementary Provisions.
Efforts shall be made to strengthen the responsibility of Hebei province as one of the major agricultural provinces, ensure stable and safe supply of grain and important agricultural products as the primary task, implement the responsibilities for protecting farmland and ensuring food security, strengthen the protection of farmland and permanent basic farmland, gradually turn all permanent basic farmland into high standard farmland, accelerate the revitalization of the seed industry, comprehensively strengthen agricultural technology and equipment support, improve the incentive mechanism for farmers to grow grain, strengthen rural ecological protection and environmental remediation, strengthen comprehensive management of groundwater overexploitation, and strengthen soil pollution source prevention and control.
