Abstract
These Regulations are developed to build an important ecological security barrier in northern of the country, promote the continuous improvement of the ecological environment quality of the autonomous region, support high-quality development with a high-quality ecological environment, and accelerate the modernization of harmonious coexistence between man and nature.
The Regulations consist of 99 Articles divided into 8 Chapters: General provisions; Ecological protection and restoration; Environmental pollution prevention and control; Green and low-carbon industrial development; Conservation and intensive utilization of resources; Cultivation of ecological civilization; Support Measures; Supplematary provisions.
In terms of strengthening grassland ecological protection, the Regulations specify that grasslands within the ecological protection red line shall be strictly protected, and it is prohibited to arbitrarily change the use of grasslands within the ecological protection red line. It is also prohibited to plan coal and other mineral resource development projects on grasslands within the ecological protection red line. County-level and above governments should determine and publish the specific carrying capacity suitable for livestock and the scope and duration of grazing prohibition and rest rotation within their administrative regions.
In terms of river and lake wetland protection, the Regulations stipulate that people's governments should carry out ecological management of river basins, build forest and grass vegetation focusing on water conservation in important water sources.
In addition, in terms of land desertification prevention and control, the Regulations also require that large-scale desertification prevention and control should be carried out in key areas, including the Yellow River's "several bends" and the two major sandy areas of Horqin and Hunshandak, to comprehensively improve the quality and stability of the desert ecosystem.
The Regulations also make provisions for: the financial investment guarantee mechanism and the investment and financing system in the ecological field, the target responsibility system with ecological environment protection as the core and the green GDP assessment system, the ecological protection compensation mechanism in key areas, ecological environment risk prevention system, and emergency response mechanism for sudden environmental events.
