Abstract
The purpose of the Measures is to regulate the development and construction management of offshore wind power projects. The Measures consist of 38 Articles.
The Measures provide for offshore wind power project administrative organization management and technical quality management, including offshore wind power development planning, project grant, project approval, sea area use and marine environmental protection, construction completion and acceptance, and operation information management. The offshore wind power development planning of the State and coastal provinces, autonomous regions and municipalities shall be consistent with the national renewable energy development plan, marine function zoning and marine economic development planning at national and provincial levels.
