Interim measures for financial management of new rural social endowment insurance funds.

These Measures are enacted to standardize the financial management of the new type of rural social endowment insurance fund and safeguard the legitimate rights and interests of the insured people. The Measures consist of 44 Articles.
The Measures make provisions, for: fund budget; fund raising; payment of the fund; fund balance; special financial account; assets and liabilities; supervision and inspection, etc. The financial management tasks of the fund is: to conscientiously implement the relevant national laws, regulations, guidelines and policies, and raise and use funds reasonably; to establish and improve the financial management system, organize the implementation of the fund's budget, accounting, analysis and assessment, and faithfully reflect the fund's revenue and expenditure; strictly abide by financial discipline, strengthen supervision and inspection, and ensure the safety of the fund.
