Interim Measures for the Identification of Persons Responsible for Soil Pollution in Construction Land.

These Interium Measures are formulated in accordance with the Environmental Protection Law, the Law on the Prevention and Control of Soil Pollution, aiming to standardize the identification of persons responsible for soil pollution of construction land. The Interium Measures consist of 5 Chapters: General Provisions; Application and Investigation; Review and Confirmation; Other Provisions; Supplementary Provisions.
The competent ecological and environmental authorities at the provincial level shall, together with the competent natural resources authorities at the same level, establish a committee for identifying the persons responsible for soil pollution. The members of the committee shall be composed of full-time staff and relevant experts from the provincial competent authorities in charge of ecological environment and natural resources.
