Interim Measures for Identification of Persons Responsible for Soil Pollution of Agricultural Land.

These Interium Measures are formulated in accordance with the Environmental Protection Law, the Law on the Prevention and Control of Soil Pollution, and Forest Law, aiming to standardize the identification of persons responsible for soil pollution of agricultural land. The Interium Measures consist of 5 Chapters: General Provisions; Initiation and Investigation; Review and Confirmation; Other Provisions; Supplementary Provisions.
The local competent agricultural, rural, forestry and grass authorities at or above the county level shall, together with the competent ecological environment and natural resources authorities, establish a committee for identifying the persons responsible for soil pollution. The members of the committee are composed of full-time staff and relevant experts from the local agricultural and rural, forestry and grass, ecological environment and natural resources authorities at or above the county level. Members of the committee shall not have an interest relationship with the investigation work of the person responsible for soil pollution to be examined.
