Abstract
These Interim Provisions are formulated in accordance with the Coal Law, aiming to protect and rationally develop and utilize special and rare coals. The Text consists of 27 Articles divided into 6 Chapters: General Provisions; Development and Construction; Production Management; Processing and Utilization; Legal Liabilities; Supplementary Provisions.
The “special and rare coals” as mentioned in these Provisions refers to the coal types with certain coal quality characteristics, special performance and important economic value and with relatively few resource reserves.
The protective development and utilization of special and rare coals conduced by the state shall adhere to the principles of unified planning, orderly development, total quantity control and efficient utilization. Any unauthorized exploitation and unrestrained mining or waste shall be prohibited. The resources development in the mining areas where special and rare coals lay in deposit shall be controlled by the Chinese party.
