Abstract
This document is a joint announcement issued by China’s State Administration for Market Regulation, Ministry of Transport, and National Food and Strategic Reserves Administration. It publishes the Catalogue of Key Liquid Foods Subject to the Road Bulk Transportation Permit System, following amendments to the Food Safety Law, and establishes permit requirements to strengthen food safety oversight for bulk road transportation of designated liquid foods.
More specifically, from 1 July 2026, road transport operators without permits may not engage in bulk road transportation of listed key liquid foods. The Catalogue covers five categories: vegetable oils, condiments, alcoholic products, sugars, and starch sugars, transported using dedicated tank containers.
