Abstract
This List of New Pollutants under Priority Management and Control (2023) is formulated in accordance with the Environmental Protection Law, the Opinions of the Central Committee of the Communist Party of China and the State Council on Deepening the Battle of Pollution Prevention and Control, and the Action Plan for New Pollutant Control issued by the General Office of the State Council.
New pollutants mainly come from the production and use of toxic and harmful chemicals. This List is determined based on the environmental risks of toxic and harmful chemicals, combined with regulatory practices, and technical feasibility and economic and social impact assessment. For new pollutants included in the List, environmental risk control measures such as prohibition, restriction, and emission restriction shall be taken in accordance with relevant national regulations.
