Abstract
This Law is enacted in accordance with the Constitution for the purposes of regulating the formulation of national development plans and ensuring their implementation, enhancing the strategic guiding role of national development plans, improving the macroeconomic governance system, promoting high-quality development, advancing the modernization of the national governance system and governance capacity, and building a modern socialist country in all respects. The Law applies to the preparation, review and approval, and implementation of national development plans as well as the supervision of their implementation.
The term "national development plan" as used in this Law refers to the Five-Year Plan for National Economic and Social Development of the People's Republic of China, including the long-term goals proposed as needed. The Law consists of 5 Chapters: Chapter I General Provisions; Chapter II Preparation of National Development Plans; Chapter III Review and Approval of National Development Plans; Chapter IV Implementation of National Development Plans; Chapter V Supervision of the Implementation of National Development Plans; Chapter VI Supplemental Provisions.
