Small food processing workshops and small catering businesses are subject to a licensing system. Food vendors must register and file their information. Provincial, city, and county governments are responsible for the overall supervision and management of food safety within their jurisdictions. They must establish comprehensive food safety monitoring systems and emergency response mechanisms. Governments are tasked with promoting food safety education and awareness among the public.
Public reporting of food safety issues is encouraged, and whistleblowers are protected by law. Collaborative efforts between the government, businesses, and the public are promoted to enhance food safety. In terms of legal liabilities, food producers and business operators found guilty of serious violations may face significant fines and permanent bans from the industry.
