Abstract
These Regulations are formulated to ensure food safety and protect the health and life safety of the public. The Regulations are based on the Food Safety Law of the People's Republic of China and are tailored to the province's specific circumstances.
The Regulations, consisting of 73 Articles, make provisions on food production and operation, food safety assurance, supervision and administration, legal liability and other aspects.
Food producers and business operators must ensure the safety of their products throughout the entire production and sales process. They are required to comply with national and local food safety standards and regulations. Regular self-inspections and risk assessments must be conducted to identify and mitigate potential food safety hazards. Food production, sales, and catering services must obtain the necessary permits according to the law. The permits must be displayed prominently at the place of business1. Small food processing workshops and small catering businesses are subject to a licensing system. Food vendors must register and file their information. Provincial, city, and county governments are responsible for the overall supervision and management of food safety within their jurisdictions. They must establish comprehensive food safety monitoring systems and emergency response mechanisms. Governments are tasked with promoting food safety education and awareness among the public.
Public reporting of food safety issues is encouraged, and whistleblowers are protected by law. Collaborative efforts between the government, businesses, and the public are promoted to enhance food safety. In terms of legal liabilities, food producers and business operators found guilty of serious violations may face significant fines and permanent bans from the industry.
