Measures for the Administration of Border Security at Berths for Taiwan Fishing Vessels.

These Measures are enacted in accordance with relevant laws and regulations of the state, aiming at strengthening the administration of border security of berths for Taiwan fishing vessels, promoting the exchange of compatriots of both sides, and maintaining the security order of coastal areas and ports.
Where a Taiwan fishing vessel needs to berth on the coast of mainland China, it shall berth at the berth for Taiwan fishing vessels approved by the competent department of the State Council. The Taiwan fishing vessel may berth at a nearby shelter point for Taiwan fishing vessels approved by the relevant department of the state due to typhoon or any other force majeure or any unforeseeable emergency. It shall immediately sail away from the shelter point after the elimination of force majeure or any unforeseeable emergency.
After a Taiwan fishing boat enters the berth, the captain shall, in a timely manner, declare to the border defense work station of the berth, show the ship's certificate, certificates of seafarers or any other valid certificates, state the reason for berth and time period of berth, and accept the inspection of border defense personnel who are on duty.
