Measures for the Administration of Bulk Road Transportation Permits for Key Liquid Food (Decree No. 125 of the State Administration for Market Regulation).

These Measures are developed in accordance with the Administrative Licensing Law of the People's Republic of China, the Food Safety Law of the People's Republic of China, the Regulation on the Implementation of the Food Safety Law of the People's Republic of China, and other applicable laws and administrative regulations, for the purposes of strengthening the supervision and administration of bulk road transportation of key liquid food, regulating the business activities involving bulk road transportation of key liquid food, and ensuring food safety.
Within the territory of the People's Republic of China, road transport operators engaged in the bulk road transportation of key liquid food shall obtain a transport permit in accordance with the law. These Measures shall apply to the issuance of transport permits, as well as the supervision and administration of transport permit-related activities conducted by the administration for market regulation according to its duties.
The Measures further establish permit application and renewal procedures, requirements for transport containers, personnel qualifications, safety management systems, inspection obligations, and record-keeping requirements. Shippers, carriers, and receivers must verify transport qualifications, maintain food safety controls, and implement transport documentation systems. The Measures also establishes supervision mechanisms, information-sharing arrangements, and penalties for violations.
