Measures for the Administration of Central Cotton Reserves.

These Measures are formulated in order to strengthen the management of central cotton reserves, ensure the quantity authenticity, good quality and storage safety of central cotton reserves, and effectively play the role of central cotton reserves in national macro-control.
The rotation, purchase, storage, and use of central cotton reserves shall be subject to serving the needs of cotton market regulation, emergency supply guarantee, inventory update, etc. The Measures also define the responsibilities of departments and units such as the National Development and Reform Commission, the State Grain and Reserve Bureau, and the Ministry of Finance in the management of central reserve cotton, and stipulate the procedures for issuing central reserve cotton plans, requirements for executing reports, and operating methods.
