Measures for the Administration of Central Sugar Reserve.

These Measures are enacted to strengthen the standard management of central sugar reserve, and ensure the central sugar reserve quantity and quality, safe storage. The Measures consist of 8 Chapters: General Provisions; Division of Responsibilities; Plan Management; Warehouse Management; Quality Management; Supervision and Inspection; Penalties; Supplementary Provisions.
The central sugar reserve implements strict planning management, and no unit or individual may occupy, destroy or misappropriate it. The National Development and Reform Commission shall be responsible for the regulation and management of the central sugar reserve market, and together with the State Bureau of Grain and Material Reserves and the Ministry of Finance, works out the central sugar reserve plan, total amount plan, and so on. The Ministry of Finance shall be responsible for the management of the Central Sugar Reserve Financial Subsidy Fund.
