Measures for the Administration of Contracts on Rural Land Contracting.

Abstract
These Measures are developed in accordance with the Rural Land Contracting Law for the purposes of standardizing the administration of contracts on contracting of rural land, safeguarding the legitimate rights and interests of parties to contracts, and maintaining social harmony and stability in rural areas. The Measures consist of 7 Chapters: General provisions; Contracting plan; The conclusion, modification, and termination of the contract; Contracting archives and information management; Survey of land contracting and management rights; Legal liability; Supplementary Provisions
Operations of rural contracted land shall consolidate and improve the two-tier operation system based on household operation of contracted land and in combination of centralization and decentralization, to maintain the long-term stability of rural land contractual relationships. Operations of rural contracted land shall not change the ownership nature of land (art.2). A land contract shall be signed for operations of rural contracted land in accordance with the law. The conventional usufruct on rural land for agricultural operations shall be established when a land contract takes effect (art.3).
