Abstract
These Measures are developed in accordance with the Water Law of the People's Republic of China, the Regulation on Groundwater Management, the Regulation on the Administration of Water Drawing Permits and the Levy of Water Resource Fees, aiming at strengthening groundwater protection, development, and utilization, guaranteeing the sustainable utilization of groundwater resources, and promoting the construction of ecological civilization.
The Text consists of 40 Articles divided into 8 Chapters: General provisions; Survey evaluation and planning; Conservation, protection, development and utilization; Overdrawing control; Monitoring and measurement; Supervision and assessment; Penalties; Supplementay provisions.
The total amount of groundwater intake in municipal and county-level administrative regions with districts shall not exceed the total amount control indicators for groundwater intake formulated by the water administrative departments at provincial level. Areas that do not meet the requirements for the groundwater level and total amount control of groundwater intake, should suspend the approval of new groundwater intake permits.
