Abstract
The purpose of these Measures is to regulate the management of tobacco monopoly licenses. The Measures consist of 41 Articles divided into 9 Chapters: General provisions; Application, examination and issuance of licenses for tobacco monopoly production enterprises; Application, examination and issuance of tobacco monopoly retail licenses; Application, examination and issuance of tobacco monopoly licenses for wholesale enterprises; Application, examination and issuance of tobacco monopoly licenses for special tobacco monopoly business operating enterprises; Validation, annual inspection, modification and cancellation of tobacco monopoly licenses; Supervision and Administration; Legal Liabilities; Supplementary Provisions.
In order to engage in the production, wholesale, retail, import and export of tobacco monopoly products and other related business, a tobacco monopoly license shall be obtained. Tobacco monopoly competent authority shall, according to their statutory power, scope, conditions and procedures, examine and approve and issue tobacco monopoly licenses, and carry out effective supervision and administration.
