Abstract
The Measures, containing 46 Articles divided into 9 Chapters, provide for the preparation, examination and approval, implementation, revision and supervision of the overall land use planning. The overall land use planning is divided into five levels: national, provincial, municipal, county and township (town) level. The village land use planning is an important part of the overall land use planning of the township (town). The competent department of land and resources shall, in conjunction with the relevant departments, formulate overall plans for land use at the same level, and examine the overall plans for land utilization at the lower levels.
For developing municipal and county (town) and township overall land use planning, land and resources department shall, in conjunction with the environmental protection, housing and urban construction departments, give full consideration to the ecological protection red line, permanent basic farmland, urban development boundary, to delimit the scale of urban construction land, expansion boundary, the construction areas, etc..
