Measures for the administration of special poverty alleviation funds.

The purpose of these Measures is to strengthen the administration of the special funds for poverty reduction, and improve efficiency in the use of funds. The Measures consist of 31 Articles divided into 5 Chapters: General provisions; Budget and allocation of the funds; Use of funds; Fund administration and supervision; Supplementary provisions.
The central government shall implement the Outline for Development-oriented Poverty Reduction in China’s Rural Areas (2011-2020), and make arrangements for the special funds for poverty alleviation in the annual budget according to poverty reduction work needs and financial resources. Local governments at all levels shall arrange a certain amount of special funds for poverty alleviation in their annual budgets in accordance with the needs of poverty reduction and financial resources, and increase the amount every year. The use of funds must follow the basic directions as prescribed in Article 8. The annual plan of fund using, the projects supported and the amount of funds shall be made to the public for social supervision.
