Measures for the Administration of Specialized Prevention and Control Services for Crop diseases and Pests.

These Measures are formulated in accordance with the Biosecurity Law , the Regulation on the Prevention and Control of Crop Disease and Pests, the Regulations on the Administration of Pesticides, aiming to strengthen the organization and management of specialized prevention and control services of crop diseases and pests, standardize the behavior of specialized prevention and control services of crop diseases and pests, improve the socialized service capacity of plant protection, and improve the prevention and control system of crop diseases and pests.
The competent agricultural and rural departments of the people's governments at or above the county level shall strengthen the management of specialized prevention and control service organizations, provide technical training, guidance and services for specialized prevention and control service organizations, and standardize service behavior. The specific work shall be undertaken by the plant protection institutions (hereinafter referred to as plant protection institutions) subordinate to the competent agricultural and rural departments of the people's governments at or above the county level. When using pesticides, specialized prevention and control service organizations shall strictly abide by the relevant provisions on pesticide labels, safety intervals, recycling of pesticide packaging wastes, etc.
