Abstract
These Measures are formulated to strengthen and standardize the management of subsidy funds for the Three-North Shelterbelt Program, and promote the high-quality development of the Program.
The Three-North Shelterbelt Program is a series of human-planted windbreaking forest strips (shelterbelts) in China, designed to hold back the expansion of the Gobi Desert, and provide timber to the local population. The program is planned to be completed around 2050.
The Three-North Shelterbelt Program subsidy funds referred to in these measures mean special transfer payment funds arranged by the central budget to support the integrated protection and restoration of forests, grasslands, wetlands, and barren lands, consolidate the achievements of desertification prevention and control, compensation for the enclosed and forbidden reserves and protection of desertified land, etc.
