Measures of Beijing Municipality for Quarantine of Agricultural Plants.

Abstract
These Measures, consisting of 34 articles, are formulated in order to prevent the spread of dangerous diseases, pests, weeds which are harmful for agricultural plants, to ensure the safety of agricultural production, ecological safety and people's health.
The people's governments at or above district or county level shall strengthen leadership for the agricultural plant quarantine work, improve the agricultural plant quarantine infrastructure construction; the funds required for agricultural plant epidemic monitoring, investigation, control, extermination, supervision and administration shall be arranged in the fiscal budgets ((art.2). The Measures further provide for, among others, the rules, requirements and procedures to be satisfied for quarantine and relevant certificates, handling agricultural plant epidemic situations, inspection and supervision, and awards and penalties.
