Measures for the Collection of Proceeds from the Assignment of Mineral Rights.

These Measures are formulated for the purposes of further improving the system of paid use of mineral resources, standardizing the collection of proceeds from the assignment of mineral rights, safeguarding the rights and interests of state owners of mineral resources, promoting the protection and rational utilization of mineral resources.
“Proceeds from the assignment of mineral rights” refers to the proceeds from the paid use of state-owned resources that the state has obtained from mineral right holders according to law based on the ownership of natural resources. Proceeds from the assignment of mineral rights shall include the proceeds from the assignment of exploration rights and the proceeds from the assignment of mining rights.
The mineral right holders exploring and mining mineral resources within the territory of the People's Republic of China and the sea areas under the jurisdiction of the People's Republic of China shall pay proceeds from the assignment of mineral rights in accordance with these Measures. Proceeds from the assignment of mineral rights shall, in principle, be collected on the basis of the territory of mineral rights.
