Abstract
These Measures provides for evaluating the performance of provincial authorities in implementing carbon peaking and carbon neutrality objectives, supporting the transition to a green, low-carbon economy under centralized Party leadership.
The Measures define evaluation content, indicators, procedures, and result application. Assessment is conducted annually using control indicators (e.g. total carbon emissions, intensity reduction, fossil energy consumption) and supporting indicators across sectors. Results are classified into three grades and linked to accountability, supervision, and cadre evaluation. The Measures also establish data sources, verification methods, and responsibilities for national and local authorities to ensure accurate monitoring and implementation.
