Abstract
These Measures are developed in accordance with the Customs Law, the Biosecurity Law, the Law on the Quarantine of Imported and Exported Animals and Plants, the Frontier Health and Quarantine Law, for the purposes of strengthening the supervision and administration of transit goods by the Customs, safeguarding national sovereignty, security and interest, and promoting trade facilitation.
Article 3 provides the goods which shall be prohibited from transit, including: (1) Hazardous wastes and radioactive wastes; (2) Special articles such as microorganisms, biological products, blood and blood products; (3) Invasive alien species; (4) Ivory and other endangered animals and plants and their products, except as otherwise prescribed by any law; (5) Articles prohibited from entering China as set forth in the Law of the People's Republic of China on the Quarantine of Imported and Exported Animals and Plants, except as otherwise prescribed by any law; etc.
