Measures for Farmland Soil Environmental Management Soil Environmental Management (Trial Implementation).

These Measures are enacted in accordance with the Environmental Protection Law, the Law on Agricultural Product Quality Safety, and the Action Plan for the Prevention and Control of Soil Pollution, aiming at strengthening the protection, supervision and administration of the soil environment of agricultural land, protecting the soil environment of agricultural land, managing and controlling the soil environmental risks of the agricultural land, and guaranteeing the quality and safety of agricultural products.
The Measures consist of 30 articles divided into 5 Chapters: General Provisions; Prevention of Soil Pollution; Investigation and Monitoring; Categorized Management; Supplementary Provisions.
The local competent environmental protection authorities and competent agricultural authorities at or above the county level shall include the prevention and treatment of soil pollution of agricultural land in the environmental protection plans and agricultural development plans within their respective administrative regions. The Ministry of Environmental Protection shall develop the technical rules on the investigation of soil pollution of agricultural land, environmental monitoring, and environmental quality category division, among others. 　 The Ministry of Agriculture shall develop the technical rules on the safe utilization, strict management and control, treatment and recovery, and treatment and recovery effect assessment, among others, of the soil of agricultural land. Entities that discharge pollutants shall take effective measures to ensure that the treatment and disposal of waste water, exhaust emissions and solid waste satisfy the relevant provisions issued by the state and prevent pollution to soil of the surrounding agricultural land.
